The University of California's FBI Part I Crime Offenses increased by 10.1% in 2008.
Violent crime increased by 25.6%, while property crime increased
by 8.5%. Property crime offenses represented 81.44% of the 6254
cases using the FBI reporting criteria contained in the Uniform Crime Reporting (UCR) Program to determine the University of California's 2008 reportable crimes.
Valid assessments are possible only with careful study and analysis of the range of unique conditions affecting each local law enforcement jurisdiction. The reader is, therefore, cautioned against comparing statistical data of individual reporting units from cities, metropolitan areas or universities solely on the basis of their population coverage or student enrollment.
There were 677 reports of violent crimes in 2008, compared
to 539 in 2007.
- No homicides - the same as 2007
- Twenty eight rapes - 9 more than 2007
- Three attempted rapes - 2 more than 2007
- Seventy three robberies - 19 more than 2007
- 573 assaults - 108 more than 2007
- Of the assaults reported in 2008, 506 were simple assaults
compared to 398 in 2007
There were 5576 property crimes reported in 2008, an increase
of 8.5% compared to 2007.
- Burglary - decreased 7%
- Larceny theft - increased 11.4%
- Motor vehicle theft - increased 7.2%
- Arson - decreased from 35 in 2007 to 21 in 2008
The University of California Police Department is reporting
other offenses based upon defined criteria derived from the
FBI Part II definitions. Based
on the different criteria for identifying and collecting the
data, some of the headings for “Other Offenses”
in the versions of the Annual Report prior to 2006 do not lend themselves to
comparison with data collected in this edition of the Annual Report.
The number of Systemwide reported instances of Forgery &
Counterfeiting cases was 90 in 2008 while the University
reported 103 cases in 2007.
The number of 2008 Systemwide reported cases for Fraud was
301. In 2007 the University reported 134 cases. Some of this increase can be attributed to the continuing growth of reports of identity theft.
The number of reported embezzlement cases in 2008 was 13.
In 2007, there were 15 reports.
The number of reported offenses related for buying, receiving
and/or possessing stolen property in 2008 was 40. In 2007,
this category had 42 cases.
In 2008, the number of vandalism cases was 789 compared to
956 in 2007.
Weapons Offenses – Firearms: In 2008, the number of
reported firearms offenses was 17 compared to 12 in 2007.
Weapons Offenses – All Others: In 2008, the number
of weapons offenses – all other, was 63 compared to
61 in 2007.
Overall, Weapons offenses increased 9.6% from 73 in 2007 to
80 in 2008.
The number of reported Sex Offenses in 2008 was 61 compared to 56 in 2007.
In 2008, there were 565 drug abuse violations. In 2007, there
were 596 violations reported. This represent a decrease of 5.2%.
Drug paraphernalia offenses
are measured in “All Other Offenses - All Other UCR 26.”
In 2008 as well as 2007, there were no gambling offenses reported.
In 2008, there were 340 reported DUI cases compared to 323
in 2007. This no change in reported offenses.
The number of liquor law violations reported in 2007 was 289. In 2006, there were 479 offenses reported. This represents a 65.7% increase in reported offenses.
The number of drunkenness offenses in 2008 was 596. In 2007, the University reported 730 Drunkenness cases. This represents a 18.4% decrease.
In 2008, there were 128 disorderly conduct cases. In 2007,
the University reported 96 incidents.
This data include other
offenses surrounding breaches of the peace.
Overall, in 2008 there were 2419 All Other UCR Offenses reported. Within
this category, the following five categories were identified
in order to highlight offenses reported within All
All Other Offenses - Bomb Actual: The number of reported
actual bomb offenses decreased from 1 reported in 2007 to
0 reported in 2008.
All Other Offenses - Bomb Threat: The number of reported
bomb threats decreased from 5 reported in 2007 to 4
reported in 2008.
All Other Offenses - Trespass Demo: Incidents of trespassing
related to campus demonstrations and protests increased from 3 in 2007 to 5 reported in 2008.
All Other Offenses - Trespass Other: Other types of trespassing displayed a 6.9% decrease from 116 in 2007 to 108 in 2008.
The clearance rate for FBI Part I Offenses in 2008 decreased to 10%.
- 50% of reported violent crimes were cleared in 2008.
- 5.4% of property offenses were cleared in 2008.
The clearance rate for Part II Offenses was 55% in 2008.
University of California Police Officers arrested 4299 persons in 2008.
Of those arrested, 3299 were not affiliated with the University.
Of those total persons arrested in 2008, 181 persons were
arrested for Part I violent offenses, 322 for Part I property crimes, 3005 for Part II offenses and 791 persons were arrested for warrants or non-Part I/II crimes.
Property reported stolen to the University of California Police in 2008 totaled $4,887,807. Of the loss, $1,348,610 was the property of the University of California. Total property recovered was valued at $798,347 for a 16.3% recovery rate.
