The Office of the Chief consists of the Chief of Police and Command Staff, which includes one captain and a Management Services Officer. Captain Joyce Souza oversees both Field Operations and the Support Services Divisions; while Chief Annette Spicuzza is supported by her Executive Administrative Assistant Deborah Hammond.

In 2008, the department installed and began training on the in Mobile Data Computers (MDC) and cameras. This has been a long anticipated addition to our technology tool belt. The officers will now receive and respond to calls via their MDCs. The cameras were included to not only benefit both the community and officers, but for safety concerns as well.
We once again joined in partnership with our Student Health Center with the Safe Party Initiative. Our officers along with the City of Davis Police Department partnered up to patrol on certain days of the week and at certain times of the evening to educate the community on partying safely and legally.
Our officers participated in presenting again to our Special Transitional Enrichment Program (STEP) students. This program allows students who may need a little more time to acclimate to university living a head start with classes, layout of the campus, and the services which are provided for them. This has been an ongoing program and as a result, the retention of students participating in this program has greatly increased.
The UC Davis Police Department again held our Citizen Academy during the winter quarter. This program allows members of our community to become more familiar with the workings of our department. They are presented information from Defensive Tactics to the History of Policing. Our students who attend receive two (2) credits toward graduation.
The department has continued its involvement with drunk driving enforcement patrol by working in conjunction with our surrounding agencies and counties on the AVOID the 8 and AVOID the 12 drunk driving check points.
Lieutenant Matt Carmichael was honored in 2008 for his development of our Community Survival Strategies for an Active Shooter with the California College and University Police Chief Association (CCUPCA) Award of Distinction and the California Police Officers Association’s Award of Distinction. Lieutenant Carmichael and those who assisted him in presenting this program were honored and the Office of Administration’s Vice Chancellor’s Service Excellence Award.
Each year the UC Davis Police Department recognizes exemplary employees, nominated by their peers, for their commitment to quality leadership, efficiency and customer service to the Davis community. We take pride in the dedication they demonstrate on a daily basis.
Officer Shawn Bowers has been with the UC Davis Police Department since 2003 and was honored as our Officer of the Year for 2008. Officer Bowers was involved in several high profile cases which led to arrests and convictions. While on patrol, he was able to locate a suspect who had just stolen thousands of dollars worth of copper from one of our construction sites. The suspect later admitted to the thefts and was convicted and is not doing time in state prison. Another was during a cheerleading completion being held on campus. Officer Bowers was notified of a man in the stands videotaping the competitors in an inappropriate manner. Officer Bowers located the individual and was able to gain consent to search his home where more tapes of inappropriate videotaping cassettes were found. This individual also pled guilty and was sentenced. Officer Bowers was also recognized for his commitment to the job and to our community.
Chuck Coulton our Aggie Host supervisor was honored as our Employee of the Year for 2008. At any given time, Chuck supervises fifty (50) students. These students are charged with event security and safety escort services for our community. He is the point person for the department in identifying the security needs for special events on campus and is involved in reviewing and researching requests for events. Chuck is well respected and truly a champion and expert in his field. One of his students wrote a note to him in honor of this recognition and thanked him for his leadership, mentoring abilities and caring ways.
The department is proud of both these employees and servants to our community.
A sergeant manages the Investigations, Crime Prevention, Property and Evidence, and Lost and Found Units. The Investigations Unit, comprised of an Investigations Sergeant, three investigators, and two detectives investigate a variety of crimes on campus and at the UC Davis Health System. One is responsible for investigating crimes against women as part of UC Davis Police Department’s participation in a federal "Violence Against Women" program. All Investigations Unit staff work various protection details for visiting dignitaries to the University.
Detectives also serve on the Student Crisis Response Team and provide instruction to the department and the community in the Citizen’s Academy, Rape Aggression Defense, CPR/1st Aid, Range and Field Training Officer programs.
A Crime Prevention/Crime Analysis specialist coordinates with members of the Campus Violence Prevention Program as well as other campus and Health System groups to provide consulting, security advisement and prevention presentations.
The Patrol Operations Division is divided into the UC Davis Campus Patrol Division and the UC Davis Health System Patrol Division, at a Level 1 trauma hospital located in Sacramento. Each location has four patrol teams and is managed by a lieutenant. A sergeant and three officers are assigned to each squad and operates on a 3/12 schedule.
The UC Davis Health System lieutenant serves as the manager of all patrol responsibilities at UCDHS properties in Sacramento. He oversees the patrol teams, 11 Protective Service Officers, Defensive Tactics and Less Lethal Program, Critical Incident Negotiations Team, Canine Unit and the McClellan Nuclear Radiation Center.
Other activities of the UCDHS patrol teams include participation in equipment management and inventory, traffic management of adjacent and internal public roadways, hospital and neighborhood safety meetings, and presentation of a K-9 competition at the UC Davis Annual Picnic Day.
On the UC Davis campus, a lieutenant oversees the patrol teams, Fleet Management, Field Training Program, Traffic Team, Range Unit, Bicycle Patrol Team, Special Events and Cal Aggie Host Student Patrol. The Aggie Hosts were especially active in 2008, supporting 400 on-campus events.
The Police Department has been working hand in hand with the Campus’ Emergency Manager to research, review and recommend the new emergency notification system. The implementation of the system was completed in 2008, along with a test of the system. We also participated in the UC Davis Health System Emergency Preparedness Drill in Sacramento. The exercise involved a large scale earthquake in the Bay area with airlifts of the injured to unaffected areas.
The Campus Violence Prevention Program continues to oversee the one million dollar system wide grant. On site visits have occurred and a steering committee was formed. As noted in previous annual reports, the grant will be used to assist all campuses in developing and or including new programs in the area of sexual assault. The primary mission is to eliminate these forms of violence and ensure support services are available for survivors. Immediate, confidential and supportive response to survivors is a priority. Staff supports survivors through initial medical evaluation, legal and police procedures, and academic and housing issues. Our Communications and Records Division has ten dispatchers, a Dispatch supervisor, and 1.5 Records staff. We continue to fully implement our CAD/Records System in an effort to streamline our work and allow us to be more efficient and effective. The Communications Center dispatches all police and fire calls for the campus and Health System, as well as alarm response and requests for campus Cal Aggie Host escorts.
The Business Services Division is overseen by a Management Services Officer. The consolidation of the Division to serve both the Fire and Police departments continues to prosper and supports our philosophy of effective and efficient business services. The business staff handles purchasing, Human Resources needs, payroll, grants management, department reception, recharge activities, facilities maintenance, financial reporting and budget planning and development.
