The primary responsibility of the UC Irvine Police Department Patrol Division is to provide police services at the main campus. In addition, uniform officers respond to the UCI Medical Center for reports of major crimes, on a 24/7 basis. The primary function of the Patrol Division personnel is to provide a uniformed response to calls for service, enforce traffic laws, provide safety presentations to the campus community, assist other divisions as needed, and to act as a visible deterrent to crime. Patrol officers utilize a community-oriented approach to law enforcement, involving the campus community to assist in crime prevention. Officers patrol the campus using marked and unmarked patrol cars, police motorcycles, off-road equipped bicycles and on foot.
This past year, the Police Department has accomplished several goals directly affecting the patrol division. A UASI grant was obtained to upgrade and purchase additional radios to enhance our communication interoperability with surrounding law enforcement agencies. An additional 20 portable radios were purchased which allowed us to equip every officer with their own radio. Communication Center back-up radios and patrol unit radios were also replaced and upgraded. The Department’s communication system and equipment is now on the digital 800 MHz system with all other Orange County police and fire agencies. The department is currently in the process of finalizing the department’s phase III remodeling project. Two new patrol units were added to the fleet. The Police Department hired eight patrol officers and one lieutenant. A patrol officer was appointed to the Orange County Auto Theft Task Force. Some of this year’s noteworthy training completed by our sworn personnel include the following: Command Officer’s Response to Weapons of Mass Destruction, Emergency Response to Terrorism, DRE re-certification, Gang Awareness, Orange County Human Relations’ “Human Relations 101” course, Special Events Management for Law Enforcement, Racial Profiling Train-the-Trainer, Supervisor’s Team Training Facilitation, Advance Criminal Investigations, Bicycle Patrol, Dignitary Security, Internal Affairs Investigations and Campus Public Safety Response to Active Shooter Incidents.
Additionally, the patrol division took part in several enforcement activities working in conjunction with other surrounding Orange County law enforcement agencies. The UC Irvine Police Department is an active member of the ‘Avoid the 28: Orange County DUI Grant’. An Expertise Development Program was developed to enhance the level of expertise in the areas of gang and traffic enforcement and arrest and control tactics. A gang cross-training program is currently in place with the Santa Ana Police Department. Within the UCPD system, UC Irvine Police Department provided mutual aid for a variety of events posing potential encounters with large crowds at UCLA, UCSC, UCSB and UCSD. The Police Department also participated in several community events. Such as Irvine “Red Ribbon” Pizza Delivery Night, “Tip- A-Cop” Night, Baker-to-Vegas relay, Special Olympics Torch Run, UCI “Car Show on the Green”, UCI Police Department/UCI Medical Center Teddy Bear Drive, and the Student Academic Advancement Services Student-Parent Orientation Sessions. The patrol division has experienced another year of increased calls for service and total arrests, and a decrease in total crimes.
The Investigations Division is comprised of a Detective Sergeant and three Detectives. This Division conducts criminal investigations of all crimes occurring on the UC Irvine Campus and the UCI Medical Center located in the City of Orange. The UCI Medical Center Detective acts as a liaison between the Police Department and the Hospital Security Department, and additionally provides crime prevention strategies and advanced officer training to the hospital security staff. The UC Irvine Campus Detectives investigate all crimes committed on campus including follow-up on hit and run traffic collision reports. This unit also acts as the UC Irvine Police Department court liaison and prepares all crime reports for filing at the local District Attorney’s Office.
The Department has added one more Campus Detective to the unit bringing our total staffing in Investigations to three Detectives and one Sergeant. The additional Detective is responsible for investigating crimes committed on the main campus and also assists the UC Irvine Medical Center Detective when additional police resources are needed.
In addition, the Detective unit provides the UC Irvine Patrol Division with uniform patrol assistance when large campus demonstrations require additional staffing.
The Detectives assigned to this unit have received POST approved training in the areas of advanced criminal investigation, interview and interrogation, homicide investigation, computer crimes and sexual assault investigation.
This unit has served several search warrants and participated in multi-jurisdictional gang apprehension details.
Major arrests for the past year consist of the apprehension of several career property crime criminals who were successfully charged and prosecuted on multiple felony criminal counts. Because of these significant arrests and convictions, thousands of dollars in recovered stolen property and monetary reimbursements to the University were collected. The unit has also assisted the Patrol Division with follow-up on several cases for drug possession and sales.
The Detective unit has also purchased a covert GPS tracking system and updated video surveillance recording equipment.
The Communications Division operates 24 hours a day, 7 days a week and consists of a Dispatch Supervisor, 6 full-time Dispatchers and 2 part-time Dispatchers.
The UC Irvine Communications Center is fully operational with state-of-the art equipment and inter-operative capabilities. The dispatchers are responsible for answering business lines, emergency, non-emergency calls, as well as calls for service for the UCI Medical Center. They are also responsible for monitoring the security alarms, surveillance security cameras, blue lights and campus elevator phones. Any items reported lost, stolen, found or located are solely entered by Dispatch into the California Law Enforcement System (CLETS). In 2007, Dispatch processed 15,522 campus incidents and 13,629 medical center incidents. They answered 25,496 campus calls, 19,262 medical center calls and 6,936 9-1-1 calls. All calls for service are dispatched utilizing the 800 MHz radio systems.
The Administrative Division is dedicated to providing support to the Police Department management team. The Management Services Officer oversees the Administrative Division. The division includes the Records Manager, and Administrative Assistants. The primary functions of the division include handling personnel and benefits matters, responding to the concerns of the public, providing fingerprinting services, bicycle licensing, and maintaining the Lost and Found Property. In addition, the division assists with the recruiting and hiring processes of Police Officers, Administrative Staff, Dispatchers, Community Service Officers and Interns. The division also plays an active role in budget and purchasing matters.
In 2007, the Community Service Officer Program has continued to expand its roles and duties to continue to meet the needs of the campus community and the UC Irvine Police Department. By providing specialized services to the campus community, the CSO Program has been able to develop strong ties with various campus departments. CSOs have also continued to serve as essential support personnel for the UC Irvine Police Department. In late 2006, a CSO Bicycle Patrol Program was established. This has allowed the CSO Program to increase their visibility to the campus community. The CSO Program also provides the campus with valuable information in reference to safety awareness, crime prevention tips, and criminal activity on campus.
The Security department continues to staff the Program with a Director, Administrative Lieutenant, Sergeants, Corporals and Officers (30 FTE). Construction continues on the New University Hospital (NUH) with a focus on preparing for an anticipated move-in date sometime in the beginning of 2009. The Security Department continues to provide input into new construction and assumptions for occupying and operating a Security Program in the NUH. The Security Department’s relationships continue with UC Irvine Police Department, the Orange County Sheriff’s Department’s Terrorism Early Warning Group (TEWG) and Private Sector Terrorism Response Group (PSTRG). The Security Department’s Taser Program continues to receive positive feedback and multiple inquiries were made in 2007 by healthcare security and law enforcement agencies regarding elements of the Program. Scott Martin, Director and Lt. Greg Lawritson, continue to hold Chairman and Membership Chair positions, respectively, with the Orange County Healthcare Security Network (OCHSN). In 2007, the Medical Center was surveyed by The Joint Commission and both Security and Emergency Management passed inspection under the Environment of Care. The Medical Center has participated in disaster exercises as required by The Joint Commission. Highlights this year include five activations of the Hospital Incident Command System (HICS) for real events and County and State Wide Medical and Health Disaster exercises with themes associated with biological exposures and terrorist attacks against public transportation. The Work Place Violence Response Team continues to meet on events requiring threat assessments and/or threat management strategies.
