The University of California's FBI Part I Crime Offenses decreased by 2.3% in 2006. Violent crime increased by 2.6%, while property crime decreased by 2.7%. Property crime offenses represented 92% of the 5,988 cases used by the FBI to determine the UC’s 2006 reportable crimes.

There were 478 reports of violent crimes in 2006, compared to 466 in 2005.

• No homicides - the same as 2005
• Twenty one rapes - the same as 2005
• Two attempted rapes - two less than 2005
• Sixty one robberies - nineteen more than 2005
• Three hundred ninety four assaults - five less than 2005
• Of the assaults reported in 2006, 341 were simple assaults compared to 287 in 2005

There were 5,510 property crimes reported in 2006, a decrease of 154 compared to 2005.

• Burglary - decreased .3%
• Larceny theft - decreased 2.9%
• Motor vehicle theft - decreased 9.7%
• Arson - increased from 10 in 2005 to 15 in 2006

The University of California Police Department began reporting other offenses based upon defined criteria derived from the FBI Part II definitions. Many of the previous years Other Offenses are now incorporated into Part II categories. Based on the different criteria for identifying and collecting the data, some of the headings for “Other Offenses” in the 2004 Annual Report do not lend themselves to comparison with data collected in this edition of the Annual Report. This has been noted where applicable.

The number of Systemwide reported instances of Forgery & Counterfeiting cases was 101 in 2006 while the University reported 96 cases in 2005.

The number of 2006 Systemwide reported cases for Fraud was 134. In 2005 the University reported 49 cases.

The number of reported embezzlement cases in 2006 was 14. In 2005, there were 9 reports.

The number of reported offenses related for buying, receiving and/or possessing stolen property in 2006 was 452. In 2004, this category had 511 cases.

In 2006, the number of vandalism cases was 942 compared to 817 in 2005.

Weapons Offenses – Firearms: In 2006, the number of reported firearms offenses was 12 compared to 15 in 2005. This represents a decrease of 20%.

Weapons Offenses – All Others: In 2006, the number of weapons offenses – all other, was 61 compared to 68 in 2005. This represents an decrease of 10.3%%.

Overall, Weapons offenses decreased 12% from 83 in 2005 to 73 in 2006.

The number of reported Sex Offenses in 2006 was 55 compared to 58 in 2005. This is a 5.8% increase.

In 2006, there were 579 drug abuse violations. In 2005, there were 505 violations reported. Drug paraphernalia offenses are measured in “All Other UCR 26.”

In 2006 as well as 2005, there were no gambling offenses reported.

In 2006, there were 315 reported DUI cases compared to 274 in 2005. This represents a 15% increase in reported offenses.

The number of liquor law violations reported in 2006 was 289. In 2005, there were 158 offenses reported. This represents a 82.9% increase in reported offenses.

The number of drunkenness offenses in 2006 was 724. In 2005, the University reported 537 Drunkenness cases. This represents a 34.8% increase.

In 2006, there were 95 disorderly conduct cases. In 2005, the University reported 58 incidents. This data include other offenses surrounding breaches of the peace.

Overall, in 2006 there were 843 All Other UCR offenses reported. Within this category, the following four categories were identified in order to highlight critical offenses reported within All Other Offenses.

All Other Offenses - Bomb Actual: The number of reported actual bomb offenses remained the same with from one reported in 2005 and one reported in 2006.

All Other Offenses - Bomb Threat: The number of reported bomb threats decreased from eight reported in 2005 to five reported in 2006.

All Other Offenses - Trespass Demo: Incidents of trespassing related to campus demonstrations and protests increased from one in 2005 to three reported in 2006.

All Other Offenses - Trespass Other: Other types of trespassing displayed a 45.3% decrease from 212 in 2005 to 116 in 2006.

The clearance rate for FBI Part I Offenses in 2006 was 9%.

• 48.9% of reported violent crimes were cleared in 2006.
• 5.7% of property offenses were cleared in 2006.

The clearance rate for Part II offenses was 57.6% in 2006.

University of California Police Officers arrested 3,859 persons in 2006. Of those arrested, 78% were not affiliated with the University. Of those total persons arrested in 2006, 425 persons were arrested for violent offenses and 2490 for property crimes and 944 persons were arrested for warrants or non-Part I/II crimes.

Property reported stolen to the University of California Police in 2006 totaled $6,010,519. Of the loss, $1,828,596 was the property of the University of California. Total property recovered was valued at $1,097,311 for an 18.3% recovery rate.
